PROJECT DESCRIPTION:

MTC is seeking the services of a qualified Consultant team experienced in the area of transit asset management to help MTC and the region’s operators be in compliance with the Transit Asset Management (TAM) Final Rule published in the Federal Register, Vol. 81, No. 143, on Tuesday, July 26, 2016 and to follow the most current Federal Transit Authority (FTA) requirements and guidelines, such as those stated in the FTA Condition Assessment and Guideway Performance Restriction Guidebooks.  Consultant shall be expected to, for example:

  • Recommend strategies to provide a framework for asset management, adaptable to each operators’ organization.
  • Develop and deliver a fully updated Group TAM plan for the region’s Tier II operators that complies with the requirements of the FTA Final TAM Rule.
  • Prepare initial reports to NTD on behalf of the Group plan participants, and develop templates, processes and procedures to submit annual reports.
  • Provide technical assistance to Tier I operators related to the development of their individual TAM plans, as requested and approved by MTC staff.
  • Provide assistance to MTC staff to link operator asset management targets and conditions to regional performance targets and monitoring requirements.
  • Assist in the refinement of the asset inventory, rehabilitation and replacement information currently included in the RTCI for the San Francisco Bay Area region’s transit operators in order to simplify target setting, and reporting of asset conditions to the NTD, and generally being in compliance with the TAM rule. Provide other enhancements to the RTCI as necessary.
  • Improve the region’s ability to assess the impact of investments in transit capital replacement and rehabilitation on State of Good Repair and system reliability. Help develop smart funding and investment prioritization policies and procedures.
