Description

MTC seeks one or more qualified consultants (“Consultant Bench”) with which MTC may contract to provide services related to this project on an as-needed basis.  MTC’s intent is to form a panel of experts to engage on an as-needed basis for tasks related to this project.

MTC, as the designated Metropolitan Planning Organization (MPO) for the San Francisco Bay

Area, is seeking to assemble travel behavior and demographic data for the region’s transit passengers. The goal of this effort is to serve two agency needs. The first is to collect demographic data to assist with Title VI of the 1964 Civil Rights Act compliance for regional expenditures and to facilitate various equity analyses. The second goal is to collect passenger travel pattern data for the refinement of MTC and partner agencies’ analytical planning tools, including regional and county-level travel demand models.

MTC seeks transit passenger survey experts to assist the agency, and our regional partners and stakeholders in performing transit passenger surveying for operators in the region. MTC intends to pursue multiple transit passenger surveys both concurrently and over the course of the next thirty nine (39) months that will require a wide range of skill sets (“Project”). As such, MTC seeks to establish a panel of prequalified consultants or consultant teams to engage on an as-needed basis throughout the course of the Project. The Project will include significant coordination with the region’s transit agencies and advisory committees.

Although the total number of consultants chosen for the panel will be in MTC’s Safe discretion, MTC anticipates choosing two to three consultants for the panel.

The RFQ documents for this project are available for download on the MTC website at https://mtc.bonfirehub.com. Proposers are responsible for checking the website for any Addenda to this RFQ. Responses should be submitted in accordance with the instructions set forth in the RFQ.

Interested firms must submit their SOQ by 4 p.m. on April 7, 2017, in accordance with the instructions contained in the RFQ.  Other key RFQ Dates are listed in Section V, Consultant Selection Timetable of the RFQ.
