The Metropolitan Transportation Commission (MTC) will be issuing a request Statements of Qualification (SOQs) for the ON-CALL CLIMATE INITIATIVES TECHNICAL ASSISTANCE to assist MTC with the delivery of on-call technical assistance to support the Climate Initiatives programs related to the implementation of Plan Bay Area, the region’s long-range transportation plan/Sustainable Communities Strategy.   Specifically, qualified firms or teams will be asked to provide input on implementation of Climate Initiative strategies for 2020.  MTC will use the implementation guidance to achieve greenhouse gas (GHG) reductions. Through this Request for Qualifications (RFQ), MTC will select one or more qualified consultants (“Consultant Bench”) with which MTC may contract to provide services related to this project on an as-needed basis. 

The primary objective of MTC’s Climate Initiatives Program is to invest in strategies that contribute to achieving the region’s GHG emissions reduction target by reducing transportation-related emissions and vehicle miles traveled and encouraging the use of cleaner fuels.  In an effort to advance the climate initiatives strategies included in Plan Bay Area, as well as new climate initiatives that will be included in the update to the Plan, this RFQ is seeking Consultant assistance to provide effective implementation plans for one or more of three initiatives:

  • Car sharing: reducing car ownership with optimal placement of car sharing services by type of service (round tip, one-way and peer-to-peer);
  • Trip Caps: reducing drive alone trips through land use plans and policy; and
  • Targeted Transportation Alternatives: motivating Bay Area residents to take action and change travel behavior from driving alone to sustainable modes for all types of trips through behavior design research and marketing campaigns.

Interested firms must submit their SOQ by 4:00 p.m. Monday, March 27, 2017, in accordance with the instructions contained in the RFQ.  Other key RFQ dates are listed in Section V, Consultant Selection Timetable of the RFQ.
