Description

The Metropolitan Transportation Commission, the Bay Area Toll Authority, and the Bay Area Infrastructure Financing Authority (collectively, MTC), will be inviting firms to submit a Statement of Qualification (SOQ) for the Electronic Payments Section (EPS) Consultant Assistance Project. The mission of the Electronic Payment Section is to increase regional transportation efficiency by providing Bay Area travelers with convenient, standard, customer-service oriented, and cost-effective ways to pay for bridge tolls, transit fares, Express Lane® fees, and related transportation services, such as parking.  The programs for which consulting assistance may be requested include, but are not limited to the Clipper® regional transit fare payment system, the FasTrak® electronic toll collection system and Express Lanes®. 

Through this Request, MTC will select one or more qualified consultants (“Consultant Bench”) with which MTC may contract to provide services for three projects on an as-needed basis.  The three projects are:

  • Clipper® is the regional transit fare payment system for the nine-county San Francisco Bay Area with over 1,700,000 active Clipper® cards accounts and the Clipper® system processed more than 800,000 transactions on a typical weekday.  
  • FasTrak® is an electronic toll collection (ETC) system that allows drivers to prepay their bridge tolls, eliminating the need to stop at the toll plaza.  In fiscal year 2010-11, approximately 122 million vehicles crossed the seven state-owned toll bridges in the Bay Area, generating approximately $615 million in total toll revenues.
  • Express Lanes® are specially-designated highway lanes that offer toll-free travel for carpools, vanpools, motorcycles, buses and eligible clean-air vehicles. Solo drivers also have the choice to pay to use the lanes for reliable travel times.  Bay Area transportation agencies are developing a 550-mile network of Bay Area Express Lanes® that will be completed in 2035.

Respondents may submit SOQs for any portion of or all Service Categories, listed below,  either as an individual firm or as the lead firm in a multi-disciplinary consultant team. If a consultant team is formed, one firm must submit the SOQ and serve as the prime consultant.

The Service Categories included in the RFQ are the following:

  • Program Management
  • Planning
  • Operational Monitoring and Reporting
  • Technology Evaluation and Support
  • Communications and Customer Information Services
  • Compliance and Risk Management

Interested firms must submit an original and five (5) copies, as well as one electronic PDF version (on USB drive) of their SOQ by 4:00 p.m. on April 14, 2016, in accordance with the instructions contained in the RFQ.
