PROJECT DESCRIPTION:

On behalf of itself, its affiliated agencies and other public agencies, MTC produces both printed and digital graphic design materials that are used for a wide variety of purposes, including public events, project development and websites. Printed materials include brochures, reports, newsletters, logos, branding systems, and diagrams. Digital materials include e-newsletters, announcements, infographics and websites. Additionally, MTC its affiliated agencies, and other public agencies produce Geographic Information System (GIS)-based maps for digital and print displays, as well as signage, and wayfinding.  

MTC seeks to create separate Consultant Benches of on-call consultants for the following service categories:
A.    Print Design;
B.    Digital Design;
C.    Website Design and Development;
D.    Mapping Design; and
E.    Wayfinding Design.
Proposers may apply for any or all service categories.

 

Transit Passenger Surveying Services RFQ RFQ 4/7/2017 Current

MTC seeks one or more qualified consultants (“Consultant Bench”) with which MTC may contract to provide services related to this project on an as-needed basis.  MTC’s intent is to form a panel of experts to engage on an as-needed basis for tasks related to this project.

MTC, as the designated Metropolitan Planning Organization (MPO) for the San Francisco Bay

Area, is seeking to assemble travel behavior and demographic data for the region’s transit passengers. The goal of this effort is to serve two agency needs. The first is to collect demographic data to assist with Title VI of the 1964 Civil Rights Act compliance for regional expenditures and to facilitate various equity analyses. The second goal is to collect passenger travel pattern data for the refinement of MTC and partner agencies’ analytical planning tools, including regional and county-level travel demand models.

MTC seeks transit passenger survey experts to assist the agency, and our regional partners and stakeholders in performing transit passenger surveying for operators in the region. MTC intends to pursue multiple transit passenger surveys both concurrently and over the course of the next thirty nine (39) months that will require a wide range of skill sets (“Project”). As such, MTC seeks to establish a panel of prequalified consultants or consultant teams to engage on an as-needed basis throughout the course of the Project. The Project will include significant coordination with the region’s transit agencies and advisory committees.

Although the total number of consultants chosen for the panel will be in MTC’s Safe discretion, MTC anticipates choosing two to three consultants for the panel.

Caltrans Regional Planning Grant: A Resilient Transportation System for Safe and Sustainable Communities RFQ 5/1/2017 Current

NOTICE IS HEREBY GIVEN that the Metropolitan Transportation Commission (MTC) in cooperation with the Bay Area Regional Collaborative (BARC), Caltrans District 4, and the Bay Conservation Development Commission (BCDC), the Project Management Team, herein referred to as the “PMT”, invites your firm to submit a Statement of Qualification (SOQ) for the Caltrans Regional Planning Grant: A Resilient Transportation System for Safe and Sustainable Communities. This is a grant awarded by Caltrans to MTC to accomplish a regional vulnerability assessment of the Bay Area transportation system, priority development areas, priority conservation areas and disadvantaged and vulnerable communities, as well as  framework for a regional adaptation plan.  Through this Request for Qualifications (RFQ), MTC will select one or more qualified consultants (“Consultant Bench”) with which MTC may contract to provide services related to this project on an as-needed basis.  .

The PMT is seeking a consultant who has extensive experience in assessing, communicating, and responding to the risks posed by current and future flooding, and is at the forefront in advancing new and evolving approaches that are responsive to new information, data, science and changing conditions.   The successful consultant will work closely with the PMT at the outset of each task to collaboratively design, develop and communicate task deliverables.

Vehicle Occupancy Detection (VOD) Services RFQ 5/3/2017 Current

NOTICE IS HEREBY GIVEN that the Metropolitan Transportation Commission (MTC) invites your firm to submit a Statement of Qualification (SOQ) for on-call planning, deployment, operations, and analytical services. Through this Request for Qualifications (RFQ), MTC will select one or more qualified consultants (“Consultant Bench”) with which MTC may contract to provide services related to this project on an as-needed basis. 

It is MTC’s intention within the first phase of work to contract with companies selected from the bench to assess the performance of their VOD systems, as described in Part I of Appendix A, Preliminary Scope of Work. Depending on the results of those deployments, MTC may contract with those companies to develop pilot applications and solutions to the occupancy violations that are integrated with their respective VOD systems, as described in Part II of Appendix A, Preliminary Scope of Work. After these deployments, MTC may contract with a firm or firms for longer-term deployments of solutions involving the VOD systems, as described in Part III of Appendix A, Preliminary Scope of Work.

Freeway Service Patrol - Beat 32 RFQBI (re-bid) RFQ 5/31/2017 Current

The Metropolitan Transportation Commission Service Authority for Freeways and Expressways (MTC SAFE) invites your firm to submit a proposal to provide towing services for the Freeway Service Patrol (FSP) in the San Francisco Bay Area. Towing services include quickly removing disabled vehicles by providing minor fixes including furnishing one gallon of gasoline, changing flat tires, providing a “jump” start, taping or repairing cooling system hoses, or refilling radiators or towing of vehicles to CHP-designated drop locations.

Toll Facilities Maintenance Project RFP 6/9/2017 Current

The purpose of this RFP is to select an independent Contractor to provide comprehensive management and maintenance services of assets, including equipment and facilities, located in toll bridge building facilities, on bridge approaches and on other bridge related facilities at the seven state-owned toll bridges (Toll Facilities) within the San Francisco Bay Area on a scheduled and as-needed basis.  Other services to optimize and improve the Toll Facilities assets that are outside the scope of normal maintenance services may be included under Task Orders as directed by the BATA Project Manager.

A Mandatory Proposers’ Conference will be held at 10:00 a.m. on Wednesday, May 24, 2017 at the Bay Area Metro Center Building, 375 Beale Street, San Francisco, in the Yerba Buena conference room on the 1st floor.  Contractors should allocate sufficient time to check-in with security staff with their photo identification on the 1st floorAttendance at the Proposers Conference is mandatory for all firms bidding as Prime Contractors.

A Mandatory Site Visit, to show potential RFP respondents the typical location and condition of one of the facilities, will be conducted later that afternoon on Wednesday, May 24, 2017 at 1:00 PM PST.  If a Proposer will be unable to attend the Site Visit as scheduled, the Proposer must contact the BATA Project Manager before the scheduled date of the Mandatory Proposers Conference, to request an alternate date.  An alternate date for a site visit is not guaranteed..

I-880 EXPRESS LANES PROJECT IFB 6/13/2017 Current

The Bay Area Infrastructure Financing Authority (BAIFA) is soliciting bids for the construction of BAIFA I-880 Express Lanes in Alameda and Santa Clara Counties, including the communities of Milpitas, Fremont, Newark, Union City, Hayward, San Lorenzo, San Leandro and Oakland.

The work shall include, but is not limited to all labor, materials, tools, and equipment for: installing of overhead sign structures and gantries for dynamic messaging, cameras and FasTrak® toll readers;  installing of closed circuit television (CCTV) camera poles and other toll system infrastructure; placing conduit and subsurface vaults to provide  connections to power and communication sources;  constructing 27 cast-in-drilled hole (CIDH) foundations for the overhead static sign (OSS) structures and the variable toll message signs (VTMS) and lighting standards;  and reconstructing median barriers to protect motorists from the possibility of colliding with toll equipment.

The project also includes installation of a backhaul communications network to provide data transport within the express lane corridor to data centers in Martinez, Oakland, and San Francisco.  The work shall include, but is not limited to, all labor, materials, tools, and equipment for: installing of fiber optics on State right-of-way; establishing connections to partner agency fiber optics and leased-line services; and installing roadside cabinets housing communication equipment.

As part of a Caltrans I-880 Median Barrier project currently under construction, CIDH foundations for the overhead signs and lighting standards and conduit in the median area from Fremont Boulevard in Fremont to High Street in Oakland are planned for installation by another Contractor.  Close coordination with BAIFA’s Toll System Integrator and other active construction contracts along the I-880 corridor will be required.

The Engineer's estimated cost of construction is $35.3M.  The work is to be completed within four hundred and four (404) working days.
