BCDC/ MTC Tenant Improvement Construction RFP RFP 1/17/2017 Awarded

BAHA is seeking a General Contractor (“Contractor”) to provide services for the build-out of approximately 40,000 square feet of space to be occupied by MTC and the Bay Conservation and Development Commission (BCDC). The space is located on the fifth floor of the eight-story Bay Area Metro Center, located at 375 Beale Street, San Francisco, CA 94105. The basis of design is the built out space currently occupied by MTC on Levels 6 through 8.The architect under contract with BAHA is TEF Architecture and Interior Design, Inc. (“Architect”). Contractor will be required to coordinate and consult with Architect to ensure the successful completion of the project. Contractor will divide the work into bid packages and bid out the work. Mechanical, electrical, plumbing and fire/life safety scopes will be design-build scopes under contract with the Contractor.  The preliminary schedule anticipates the space to be ready for occupancy by September 1, 2017.

Express Lanes Network Highway Maintenance Services Project RFP 12/22/2016 Awarded

The purpose of this upcoming Request for Proposals (RFP) is to solicit responses from qualified contractors to provide comprehensive management and maintenance services, including some construction services, of express lanes highway infrastructure on the Bay Area Express Lane Network (ELN).  The majority of the work in the initial contract period will focus on the civil and backhaul field elements on the I-680S express lane segment, including field elements of backhaul on I-680 from Alcosta Boulevard to the Benicia Bridge Toll Plaza.  Additional services to improve the BAIFA express lane segments or any other express lane segments in the Bay Area ELN may be also be included through BAIFA requested Task Orders.  The contract will also allow the selected contractor to perform highway maintenance activities on behalf of BAIFA for other express lane segments that may be implemented within the initial term (through an amendment) or approved contract extension, and including both future segments not authorized today and other Bay Area ELN segments implemented by other express lane operators, should BAIFA reach agreement with those operators.  

Contractors considered for this project shall have the ability to perform electrical, civil and general maintenance using their own staff or through subcontractors.  In general, these skills shall be used to perform surveys, inspection, maintenance and repair of equipment and facilities on the ELN as directed by BAIFA to perform and meet the following objectives:

  • Assist with the maintenance of the express lanes on a day-to-day and as-needed basis;
  • Assess independently the condition of each item;
  • Produce a maintenance plan to preserve the facilities; and
  • Perform additional services through Task Orders, including improvements on any of the express lane segments in the Bay Area ELN

Richmond-San Rafael Bridge Access Improvement Project IFB 11/1/2016 Awarded

The Bay Area Toll Authority (BATA) invites your firm to submit a bid for the Richmond-San Rafael Bridge Access Improvement Project. BATA in cooperation with the California Department of Transportation (Caltrans) is improving the current multimodal access on Interstate 580 (I-580) within Marin and Contra Costa Counties, including the Richmond-San Rafael (RSR) Bridge.  Proposed multimodal access improvements will accommodate bicycle and pedestrian access on the upper bridge deck (westbound), and a third lane on the lower deck (eastbound).  Bicycle and pedestrian access on the upper deck of the RSR Bridge would be provided by installing a barrier to separate bicyclists and pedestrians from vehicles.

The project consists of two major components that are interrelated:

  • Element 1: A third eastbound lane between Marin County and Contra Costa County
  • Element 2: Bicycle/Pedestrian Path in Contra Costa County

The scope of work includes, but is not limited to:

  • Removal of existing concrete barriers, retaining wall, raised median
  • Construction of new curb, sidewalk, and curb ramps
  • Construction of pavement widening, retaining wall and temporary curb ramps
  • Construction of bike path
  • Construction of concrete barriers, raised median and placement of visual screen
  • Reconstruction of shoulder and gore area
  • Signal modifications
  • Upgrade of drainage systems
  • Paving, grinding, and striping
  • Installation of surface mounted channelizers and temporary crash cushion modules
  • Replacement/relocation of signs (including sign bridges) and MBGR
  • Replacement/relocation of lighting and utilities
  • Installation of new ITS/TOS field elements and relocation of existing elements (ramp meters, CCTVs, CMSs)

Regional Dynamic Traffic Assignment Model Design RFP 10/21/2016 Awarded

The Metropolitan Transportation Commission (MTC) intends to issue a Request for Proposal (RFP) for the Regional Dynamic Traffic Assignment (DTA) Model Design project. As the region enters an era of preserving and maximizing system efficiencies, rather than building and expanding roadway capacity, investing to pursue near-term operational improvement projects and to actively manage regional transportation assets is critical. Therefore, developing a new and improved regional long-range planning tool, such as a DTA model, to more accurately simulate the impacts of operational projects is necessary to better inform the decision makers. Operational improvement projects include a wide-range of projects for freeways and arterials, such as active traffic management strategies, express lanes, integrated corridor management, advanced traffic signal systems, intelligent transportation system (ITS) and other technology-based corridor improvements.

Through the DTA Model Program Design project, MTC seeks assistance in preparing strategic documents detailing options for developing and maintaining a DTA model program. The program should consist of activities related to data collection and analysis, model development, staffing, model application, and model maintenance.

Bay Area Bike To Work Program Implementation RFP RFP 10/5/2016 Awarded

MTC is seeking a consultant to coordinate, plan, implement and promote the Bay Area Bike to Work Program, including Bike to Work Day, which is an annual event that highlights the use of the bicycle as a commute mode, and illustrates that many more trips could be made by bicycle, including trips to work, to school or to run an errand. California Metropolitan Planning Organization (MPO) Cooperative Household Travel Survey RFP 8/26/2016 Awarded

The Metropolitan Transportation Commission (MTC), in cooperation with metropolitan planning organizations (MPO) for the Los Angeles, Sacramento, and San Diego regions, is issuing a request for proposals (RFP) for the development of a household travel survey program. The program will be developed in three phases: (1) survey development; (2) maintenance of the survey program; and (3) data collection. The selected consultant will work with representatives from MTC and the three other MPOs to develop a survey instrument and procedures for data collection within the four respective regions. Example data collected may include household and person demographic characteristics, household vehicle inventory, person activity and trip diaries with fully geocoded trip locations, GPS data collection for trips, and other household, person, vehicle, and travel-related variables. Goods Movement Efficiency Study RFP RFP 8/12/2016 Awarded

MTC is seeking a consultant to conduct a study regarding improving goods movement efficiency and competetiveness in the Northern California Mega-region.  This study seeks to build off multiple recent goods movement planning studies, economic analyses, and corridor studies that have been conducted in the mega-region and drill down to identify challenges and opportunities for firms operating in the so-called “goods movement cluster.” This includes not only core industries (rail, trucking, air, water), but also direct supply and input (e.g. warehousing, consulting, leasing, packaging), indirect support (e.g. port operations, infrastructure, support industries), and customer industries (e.g. freight transportation arrangement, couriers, wholesale agents). The study will illuminate the specializations of the northern California goods movement cluster, and identify specific high priority transportation infrastructure needs, operational policies to improve key system bottlenecks and improve access to critical activity centers, and workforce and innovation challenges and opportunities.

Pavement Management Technical Assistant Program (P-TAP) RFQ 7/25/2016 Awarded

Regional Carpool Program RFP 6/27/2016 Awarded

MTC’s Regional Carpool Program will focus on the formation and maintenance of carpools in the San Francisco Bay Area. The selected contractor will be responsible for developing creative outreach strategies to promote carpooling and to work with private-sector carpool matching apps to increase their awareness and adoption. The selected contractor will also be responsible for maintaining the 511 ridematch tool until such time one or more private sector apps proves to be a viable replacement. Finally, the contractor will be responsible for presenting the carpooling mode on 511.org, providing employer self-help tools on 511.org, and providing other support activities as needed.
